You can evict someone who does not follow the rules, causes damage to the property and fails to pay for repairs immediately, or who disrupts the neighbors with barking, aggressive behavior, fecal matter on their lawns, etc.

Real estate in general is a massive and mature industry that has yet to see the kind of disruption that has occurred in many other industries.

Here it comes:  "But the smell of dog urine is overwhelming and I need for you to correct it immediately so that we can successfully show the property, reduce the number of showings and disruption to you, and not have an issue with your security deposit when you leave."  

If you had to do serious enough rehab it'd disrupt the tenant then you wouldn't re-sign the lease or put them in different unit.I would raise the rents...save rehab for slower economy.

By accepting partial payment, you could disrupt or delay the eviction.

In my opinion, what you will see is people earning better wages being evicted at a higher frequency.Govermnet interference disrupts the free market economy in unintended ways.Everyone needs to read these two books.
