I've had a couple of those experiences already, including stolen items from the house, vomit inside my house, people getting drunk and peeing in the front yard in clear view of neighbors/ other houses, recently an idiot thought it was a good idea to put out a cigarette on my stucco... yes, really. 

I know I have a clause in my Proper policy that covers remediation of cigarette, weed and other drug use in the property up to 25k.

I would also take a look at alcohol and cigarette company profits  during a recession, as they actually go up, not down.

Why would you be allowed to reject cigarette smokers based on observation but not marijuana smokers?

There are holes in the bathroom door upstairs we just replaced when we remodeled the bathroom before they moved in, there are cigarettes everywhere in the yard, they pay their rent late every single month.

Marijuana is just like cigarettes.

Nancy Neville I was under the impression that touch up paint would address normal wear and tear but if the whole place needs re painting after only 8 months (to address cigarette odor) that is above and beyond normal wear and tear and can be charged.

Charging tenants a fine of $100 for each cigarette found outside their units will motivate compliance.
