Then you'd need to pursue a court action to compel them to comply either through eviction for the lease violation (failure to provide access), or a specific court order awarding access which then the police will enforce since they have a court order.

Another issue is that one child can be awarded more or less than another child, a child with issues can be awarded more than another, so just assuming an 18th birthday cuts the CS in half (2 kids) may not be the case.

Seems that the law is simply banning the kind of bad behavior that is generally not allowed when running a business, such as using your position in a company to award yourself contracts.
