Does anyone have ideas on setting up a process for on boarding guests, part of why people are staying at a motel is not having an application process and getting to move in/out anytime they want.

Planning performs a thorough review to make this determination including searching publicly and also checking to see if anything was reported to the SF Rent Board or a DBI complaint.

In those places, the landlord is generally entitled to raise the rent once a year (in SF that is the case, and the increase is an amount set by the Rent Board) but some landlords do not impose those increases.
