Engage professionals to inspect major components such as the roof, plumbing (including sewer lines), foundation, drainage, electrical systems, HVAC, chillers, boilers, termites, exterior walls, balconies, stairs, rails, and concrete.

@Jackie Liu you probably have enough info to deny their application, but if you want to continue to try to approve:1) Ask applicant for copies of their lease(s) to support they've been there for 4 years and who PMC is.2) Get 2023 W-2 to see what address is on it3) Ask them to obtain and provide you with their FULL electricity account history.

**Energy Efficiency Grants**: Look into local and federal grants for energy-efficient improvements.

Outside of jeopardizing a current property I own, the spread on this can't be worth the time or energy. 

To me this certainly includes;  plumbing and electrical.

I'm not sure if the OP is talking just about water, heat, electric etc.

If your hvac contractor tries to sell you a new furnace by telling you it’s more efficient and over one you may save money via energy savings, less repairs, etc that’s fair.

Without knowing your exact situation on time, energy, and capital it's hard to limit down to a market.
