In regular situations more often then not the idea of a possible eviction will get tenants moving. 

In either case, it sounds like they're dodging the work that really needs to be done, with regular band aid fixes.

I just bought a property where the previous owner has purchased a termite baiting service that is monitored 3x a year for $275/year.

Mine set door codes, message (or call) guests, schedule cleaners, adjust the thermostat, monitor my cameras, & call a plumber just as easily as a local PM can, for 1% of the cost.Hire good cleaners, a solid handyman & befriend some helpful neighbors.

The reason being that it lowers your total OpEx and to show an inflated NOI and thus an inflated valuation to the market.It's relativity easy to identify and the easiest way to factor it into your own underwriting is to understand how much it will cost you or your PM to do turns/regular maintenance.

Another good reason to do regular property inspections. 

They have regular meet ups.
