One of the ideas we are batting around is to negotiate a lease purchase with the sellers, where we would finish the 3rd unit, and then purchase the property at a pre-negotiated price.

I'll address #2 by saying you can get year-long leases.

We have already done all the plumbing connections and I have talked to PG&E already on getting another meter, I also already have another address for the ADU.The design of this house has 2 dormers & 100 sq feet loft space which is not included in the 720 sq feet.

Anyone in the Orlando (and surrounding) area who specializes in lease option deals? 

I'm also in the Anchorage market with some lease options.

If im correct about the general concept of how it works, then wouldnt that be the same as renting or lease to owning the property??

Strongly suggest you to use the BiggerPockets Calculator as well as look into Lease Options as that might be another exit strategy to save on the repair, hoa, property manager costs. 

My tenant asked to be let off of his lease 2 months early and I decided that I want to sell the property so I offered them the deal that if they paid 1 of those 2 months (~$1700) and allowed us to start making upgrades to the property, they could be let off of the lease early.

I already plan to have it included in the lease and agreed upon but doesn't the water bill follow the owner of the home?
