There are probably pockets of the country that this logic can't be applied (Detroit maybe etc), however in the Southern States excluding CA renting on the low side (1200 and below), demand will not wane in the down turn but may actually increase from the filtering of the loss of higher rents or forecloses causing the increase demand for lower income housing.
