A fair bit has been written about "tenant blacklists" that have essentially been created by preemptive filings for eviction by landlords in NYC and other cities which have severely hampered tenants' prospects for finding housing over relatively minor issues occurring during their tenancies.

@Matt Ward - Two main reasons I don’t want to invest out here. 1) The money I have earmarked for investing is nowhere near enough for a down payment on a traditional non-FHA loan out here, and 2) the prospect of a 10% dip in home value amounting to $80k+ rather than $10-20k is terrifying to me as a new investor.

I am strongly considering beginning to take a stab at direct mail marketing in hopes of better returns compared to whats on the MLS .My big question is this: When you find a deal (take direct mail for instance), how do you know how to make a fair offer when a prospective seller is interested assuming you've never seen the inside of the house?
