All markets you list will still be cities with populations forever, and your exit will be to a resident in that market, so population growth/decline, employment drivers, etc are of less concern relative to a large, institutional sized apartment complex.  

My career for 13 years has been in debt capital markets, specifically Structured Products (distressed mortgage backed securities, CLOs, CDOs).

@Dana Revallo, as others noted, traditional loan products that will get sold to Fannie or Freddie will use the valuation an appraiser assigns, and that is almost always the sales comparison.

I was offered $10,500 in federal loans this semester, but I only need about $6,500 (leaving $4,000 in unsubsidized loans to either accept or decline).

I agree that it's the buyer's obligation and most wholesalers don't want to spend the money, but you will present a much better product if you present the wholesale deal with an inspection.

It's a Fannie Mae/Freddie Mac product and would need to be in your personal name.

I was very happy with the results, but I am sure the person doing the work makes a huge difference in finished product.
