I am commuting 3 days a week to Yakima for appointments and inspections and doing the rest remotely.

You really shouldn't need anything more than a standard inspection clause with a time limit on it. 

Can I make an offer directly to the bank and can I make an offer contingent upon my inspection of the home?

The seller's disclosure said that the septic system was pumped and inspected in 2014.  

From the asking price of 230k, my offer to the bank was for 140k, contingent upon inspection and appraisal.
