It's mostly going to boil down to:- Learn how to evaluate deals (yes, even for passive investors)- Meet deal sponsors, build relationships, research them.

There are areas that are adjacent to the progress coming north from Fishtown and there are areas that are D at best.  80k all in is more likely putting you in D rentals. 

When I'm evaluating a deal I look at two simple factors; can I force 25% equity in less than six months? 

No where in the ordinance does it say you can't screen individuals, you will just have to been more judicious@Wesley W.To those that don't know the details of the ordinance, you can still individually evaluate any applicant to your criteria (as long as it's a legal one).
