The Sewer District requires a notarized letter to move the bill into a tenants name, I have basically been forced into including it in rent (and eating the 5-10% increases every year).

Once you open up those walls you never know what you will find.Things like a roof or termite damage could cost you thousands of dollars to repair and would likely eat most of that 10k.You really have to know your market well and what type of upgrades the buyers are looking for in that particular area.
