After advising the owner to move the vehicle or it will be towed, contact tow company and have it removed from your private property.

Or would I need a private or hard money loan, out of which I could refinance for better terms? 

I've seen several posts about how you should get private funding from investors, and although I'm not at that point, it would be interesting to talk to those who have actually done it locally.
