I would imagine they wouldn't be too appreciated of that and would put up a fight although they signed a legal contract to sell for $x.I had actually put a nice lot under contract (I was going to close under my name as normal) from an owner that was doing a FSBO.

This would depend on what types of loans they offer.

My question is how should I proceed and who am I legally obligated to, the old tenant or the new tenant?

Can I legally charge them (i.e. hold up in court if they dispute)?

You obviously want a lawyer to guide you and to handle the legal work on something like this. 

It is just a legal filing.
