I am in the middle of negotiating a deal with a seller who owns a Sec8 Rental property near Pittsburgh, PA (New Kensington 15068).The tenant has been there for a few years and kept the house well-maintained.The rent is $9006 BD 2 BA 1,555 SQFTCOMPS: ARV - $135,000 | AS-IS $90,000I'm looking to get a better understanding of what Sec8 investors would pay for such property, trying to lock in the best deal possible for these investors.Also, what are the most important things I should look for in these deals?

I'd like to position myself as a one stop shop for home owners with distressed properties where I'd: 1) Provide a cash offer on there home - (with all the close fast, no hassle things)2) Help them list it or refer them to an agent in their area (keeping in mind that I would likely get a referral fee)3) Renovate their house for them then help them sell - I've got the team and know what renovations move the needleI'm beginning a period of what I hope to be substantial growth and I'd like to increase my flips/rentals at the same time so I'm wanting to ramp up my marketing.

Had heard from someone at PG&E that a separate meter would be required due to a separate address, however our city in the East Bay said they had not heard of this and were adamant that PG&E could not require it or would even be involved in the ADU beyond the main panel upgrade and solar installation.The state law referenced in the original post, AB 68 by Phil Ting, makes it very clear that a utility cannot require a separate meter, unless the ADU is being built with a new single-family home, or the ADU is to be located more than 150 feet from the primary house.
