Before you go start spending money and energy on forming an LLC, formulate what you want to achieve with the LLC as business structure and also what are your RE investing goals are.

The thing with development is that it is strategically uneven.

I am currently seeking information and advice that will help me to formulate a concise business plan which I will be able to present to possible investors, partners, etc.

I also have a very flexible private financier available, and I am wondering when to use them to pay off mortgages strategically to refinance and further boost my credit by paying off large lump sums relatively quickly and easily?

You'll actually have some flexibility and opportunity to strategically position yourself.  

We've opted to start our focus 'in our backyard' here in Lake County, though may (likely will) branch out further with time...Non-RE investing background:  I'm an engineer by trade (with all the anal-retentive number crunching that comes with it), presently in a 'Global Strategic Planning' role at my corporation.  

I'd say formulate a long term goal and work backwards.

I'll strategically try to get in the way of markets I think there's more opportunity but, again, I'm there for the cash flow.
