Areas - as a "rule of thumb" for new out of town investors, I always starting with properties outside of the Center Township [east of downtown].  

Both of those markets operate at much better price points and have some attractive aspects to them, being close to the center of state government, etc.

William A.I see loans like this all the time, but are typically on buying several retail centers or office buildings.  

Detroit used to be a manufacturing center of the nation (motor city), but now the entire region is referred to as the "rust belt".

The property is located in a good school district and is accessible to various shopping centers.

You might want to also look at retail strip centers.
