Currently landlord pays for all utilities, is a system/product/device that can be installed to the water meter that tracks the usage of water through each unit so I would be able to bill the tenants separately?

@Tiamo Wright - I'm super hopeful that since you are on the product side of things, you can improve the product.  

You can always start off in real estate by acquiring a property as a primary residence.

If you screen your tenants properly, buy the right property and have the right team in place you can be successful.
