There is also a high correlation of unaccounted costs, "missing" expenses and other shenanigans (a tenant gets cheap rent to be the de-factor PM) that do not appear on the owner P&L.

If you believe the tenant is doing the first thing (tampering with the panel/meter), that's a serious fire and safety hazard and you should immediately go inspect the panel and meter at your property to make sure neither appear tampered with.
