I always feel bad for "dumb" money get gets thrown in low income areas-- those are the houses that aren't finished, get robbed,  go over budget and they just abandon ship.   

I have 2 questions.1) is this considered abandoned, can I assume they have moved?

In Utah, the former borrower becomes a tenant and eviction/abandonment laws apply.Definitely consult with someone who is familiar with the legal process for this in Virginia.  

If there are clear signs of abandonment (no beds, utilities off, etc.) then I would change the locks and move in but only after speaking with a lawyer.

Anyways, if this is Rudd's, there are about 40-50 abandoned homes on site.  

Since you have not received proceeds at this point you can either abandon the exchange and treat the sale as an installment sale in 2017 with proceeds received in 2018 and tax due with your 2018 tax return.

They aren't likely to abandon their pets to move into a no pets unit.
