Can i wholesale the property to an investor pending the 1st mortgage?

I would like to refinance the home and pull a bit of cash out to finance a pending deal I have in Chicago.  

Under contract for 28 units now, 8 more pending because they are in an IRA and more DD is required. 

Background:  I've connected with EB-5 Investors that will fund 100% of my deal @ 6% interest (pending deck I present and approval)...
