It's rather hard to understand whether the patch of land you're looking at is a build-able lot or not, but did notice several abandoned houses that you can renovate and make a nice forest dwelling out of.

At the same time, there are so many abandoned / run-down properties, that I worry that if enough capital is invested, the rents and returns might actually go down.When I went down there last weekend, it felt a really nice place to be, like time forget this city.

Should I stick with this route by saving up another $80k-$100k to make a big purchase, try and risk selling for equity when I can; abandoning great cashflow in hopes of bigger/better, or maybe look at vacuuming up some smaller properties in the short term to put my savings to work in a more incremental fashion and sell them after some appreciation to get into another larger multifamily?

If so you could have underground tanks that were abandoned in place that will cost to legally remove. 

I offered them a sizable amount of cash to handle the matter outside of auction, and to my surprise, they agreed seeing that they were going to abandon the property anyway.Whats the best way to handle this type of transaction? 

I think you may have an abandoned property and this might be the exception.
