Often today the systems make no sense in a standard urban/ suburban deployment, they just don't, this is why we have solar farms going up instead of the old point of use focus.

@Hai Le - Usually you have to provide written notice / 30 day notice if you decide to not renew their lease or even just asking a tenant to leave.

I am not seeking to charge each tenant, only seeking to remotely monitor each buildings water usage to identify costly waste/problems early as possible.

It is easier for me because I have basically the opposite of ADHD, but putting everything on Google Calendar and blocking out what you want to do each week usually starts to work wonders if someone sticks to it.
