On the MD side of the border you can find some in Takoma Park over by Flower Ave....but Takoma Park has VERY restrictive rent control.

Many do not have proper GFCI outlets.

The new tenants not so much.I did some cosmetic work between tenants at the request of the new person, mostly painting but also replaced the kitchen and bathroom outlets with gfci to bring them up to code.

Sometimes jumping a bid can intimidate potential bidders ( jumping a bid is when you call out a higher number than what the auctioneer is calling for ) For example, let's say the auctioneers at 30k and it's going up at 1k increments and the most $ your willing to go is 45k you can try to intimidate some bidders by calling out, let's say 36k for this example.

Do the outlet covers/outlets, switch covers/switches look brand new? 

Most inspectors won't take off an outlet cover so you're going to need to call a plumber and if you find a cool one they'll do a leak down test.

I close the shutoff valve, take out the toilet or sink or whatever, and then put a pipe cap on the outlet of the shutoff valve.
