@Gino Barbaro has a good post about calculating value @Brian Burke has a good post about understanding risks in multifamily investing..I generally see good feedback from the BP crowd for Micahel Blank's Syndicated Analyzer for a reasonable price.

To calculate that you take the pre Harvey ARV and subtract 8%-12% and now you have the post Harvey ARV.

You would then be required to calculate the depreciation expense.Depending on if the cost is for a repair or an improvement will determine if its currently expensed or capitalized.

That's probably your best bet for the refinance.Otherwise, there are long-term asset-based lenders as well, but they're going to be a bit more expensive.
