I doubt it allows for 2 units (it’s probably SFH.) assuming that, you can’t make it 2 legal units (adding an ADU is different, as I don’t think you’re allowed to take space from the main house for the ADU- it’s usually added sq footage.) and even if it allows for 2 legal units you may have to add a second parking spot, separate utility services (read: expensive and a PITA to install.)So the simple plan is to basically do the minimum work needed, as you describe, without permits just to separate the 2 living spaces out.

Many lenders, including the largest lender in the nation, don't even offer FHA on 3-4 unit properties any more because the fallout is too high.

The difficulty that I am having is when it comes to larger items, such as New HVAC and knowing how much to put away given its useful life when a property is acquired, Painting a property, new roofs (along with determining its useful life), redo of blacktop for parking lots (especially older properties).....these larger capital expenditure items are a lot more difficult to determine in my opinion aside from putting money away for unforeseen maintenance items or vacancy.
