Desperate water meter, trash, etc.

I thought I would be showing properties after work and on the weekends to make some extra money which I desperately need to buy any investment properties.

The only reason a seller will consider it, is either because they want to make more money by financing the deal with a higher interest rate than they can get from other investment options, or they can't sell it to anyone else with traditional financing.So, the good news is that if they are considering financing the deal, they are basically desperate for some reason.  

I want ease of evicting a tenant that is trouble.I agree that government programs are necessary for desperate people in terrible situations.

Stick to your criteria, don't get desperate or down on yourself and keep pushing.
