I suspect an ebb/flow effect here as areas over-react and ban them, then back off and relax regs again.

In a normal Chicago market, things pick back up right after the holidays in January, and I have sold quite a few listings where the sellers were a bit frantic during the holidays right after New Year's in January.  

I am not familiar with the tenant laws in California, but typically you would file a 3 day notice to pay rent, excluding weekends and holidays, then you could file an eviction for non payment of rent.
