verizon tried doing that to my parents....my parents signed up for fios when they were having a promotion of like $200 in amex giftcards or something. after a few months, they never got their cards so they called. the rep promised they would be there soon. another month goes by and they never got them. they called again and was told that they didn't qualify as they didn't sign a contract. my parents decided that they had enough of verizon's @#$% that they decided to cancel. the rep transferred them to another rep in their rentention dept who told them they would have to pay a $200 cancellation fee to 'break their contract'....hahathey never paid and told them to @#$% off!
