If it is for buy and hold, since the units are presently occupied, it all depends on when the leases expire, I would not worry too much about the repair cost now, only to ask for a reduction in the asking price since you will have to do the work later.

There are still many gray areas for which the Treasury and IRS have not made clear regarding documenting and guaranteeing that the actual deferrals, cost basis reductions and permanent exclusions will be honored in any given business and property combination.This alone has tempered my interest in Opportunity Zones.

I will do it but with  a normal new tenant process,  sometimes is better give some rent reduction rather spend a lot of money on repairs,  evictions later
