Also recognize that any structure or unit unpermitted could open up the door to having you have to remove it.

If you want 2 separate services/meters, usually the only legit way is to have it zoned multifamily so the city and utility companies formally recognize it as a duplex.You may be able to install a sub panel.

I personally notice these things when I am doing an appraisal inspection, but I have heard many homeowners tell me that other appraisers spend very little time and don't ask them any questions about their property and my guess is they (the appraisers) don't recognize some quality differences.

If it's not something we can fix, I get a pro scheduled within 24 hours (though it may take longer based on availability) I'll call three or four pros if there are long wait times, I genuinely make every effort to get someone out within 24 for urgent issues and I keep the tenant updated on steps I've taken-- my tenants know this.
