I came across an off market deal where the seller wants to get rid of his mother's house.  

The park has flooding issues because my mother lives in the same park and when it has rained heavily, 2-feet of water is sitting under her trailer.

The problem with helping make the mortgage payments is that any equity created would be in their estate and potentially subject to claims of medicaid liens should they have health issues later in life and eventually need to move into a nursing home.  

The ordinance also said something, you can give notice and evict for family members - partner, grand mother etc. does that imply to one unit only or all units?

A high school buddy of mine owns a nursing/medical staffing service that has had some huge growth in the last year.
