The owner is taking a risk having a little kid in a non-deleaded or non remediated house and is very vulnerable to a tenant suit or god forbid a kid getting lead poisoning.

So while some in the community might be able to get financing to purchase their 1/800 share of the property and contribute to the reduction of the principal, the majority of residents are elderly or on fixed income so maintaining their current leases allows them to stay in their home, while the commercial park owner now is driving up lease prices that causes all vulnerable community members to lose their homes, as one Republican politican quoted: "this is what gives capitalism its bad name".
