As an agent in a competitive market, VA offers are already problematic due to the inaccurate but commonly held perceptions that:1) The borrower doesn't have enough money for conventional and thus is at risk of being unable to close in case of a low appraisal or income issues during underwriting.2) The VA appraisal, often called a VA inspection, will uncover arbitrary but costly problems that need to be fixed before closing.This can be compounded if buyers are trying to use some of these non-local, call-center based lenders who are unable to accommodate quick settlements.

There is also extensive drywall damage (including some visible mold in one small area) due to roof leaks, some which my inspector feels are active leaks, and a septic water level warning light.I was told by the management company that an OO doesn't have an inspection period (not true) and that HUD will never do any repairs (per their handbook they can repair major--roof, electrical, plumbing, structural, septic--issues at their discretion if previously undisclosed but uncovered by OO's professional inspector and reported to HUD within 15 days, don't know about in practice).

So you have to find a property that is likely not so nice, and buy it for a "AS-IS" price, then make improvements and enjoy the reward.Curb appeal drives rental pricing; If an neighborhood rents for $1,400 normally, and you find a rundown home renting for $950. 9 out of 10 times, its renting cheap because the LL wont improve the property, and likely has non performing tenants in it... so you buy at a cashflow price on the $950 minus repairs, then rehab and rent it for $1,400.
