But to sum it all up my new jersey properties where slightly out preformed by my out of state properties and it took longer for me to really be able to enjoy true cashflow from my NJ properties. 

In many cases, it takes a few years to really start seeing any appreciable cash flow, but it is the relationships we make, the learning and overcoming challenges and obstacles every day that is the true rewards in this business.

If you look at true ROI (especially without any Govt tax help) It is an even bigger NO.

This is something I've found in Philadelphia where I invest and the  same holds true in many markets.

Everyone's obsessed with "off market deals" but a realtor who knows their stuff will be your true guide in the market.Secondly, I recommend asking those folks for good lenders, and also finding and connecting with other investors in the market (who have nothing to sell you). 

Based on the wording of your post, it appears you're passionate about Affordable and Workforce Housing, would that be true?
