The closest I can think of is Obamacare, which actually ended up resembling what Hillary promised to do during the primaries more than it did what Obama proposed (individual mandate was a big Hillary promise).

I probably wouldn't do it... instead I'd lower the purchase price by some amount resembling the discount on the note, and let the "note buyer" originate the loan directly to the buyer.
