Has any one had tenants call them to be a mediator and peace maker between them and another tenant living in a building? 

Know whatever you agree to during Mediation can not be overturned, even by a judge, so knowing your options before you go to mediation and knowing that you are qualified to keep the property is vital. 

Which is why usually a mediation agreement is good. 

Mediation and then attorneys would be involved in it though, and that's more money out of your pocket. 

Try to get this in front of mediator/judge as they take non-payment seriously.

Your manager can mediate between the tenant and neighbor to keep the problems to a minimum.

If the tenant show in court you will go to mediation to work it out or get your trial.Easy right?

My tenant wanted to have a mediator involved but I refused it after I found out there would be a multi session procession and first one needs to be three hours long - I did not want to request a half day off of my work.I emailed my tenant today and gave them three options - either they pay the fee, they don't pay and I'll start an eviction process and civil lawful for the money, or sign a new contract that they will leave 2 months earlier than the original contract so I can keep their 2 months deposit. 

The jump in rent that is unreasonable could be pursued as an adverse action and be subject to mediation.
