In smaller towns, this is usually a specific individual within the Planning Department.

Do you build it with the intention of renting it or just for family/friend use?

Hi @Michael ElliottWe have financed about 15 STRs in Encore for a client and I have another friend buying the second largest unit and the largest lot there.

Whether you've lent money for an individual project, or you've invested in some sort of fund / group, I'd like to hear about your experience! 

Then you own the LLC and can transfer the property into it.If you transfer the property into that LLC the way it is then technically you just gave your friend ownership of the house proportional to his ownership of the LLC.I'm not an attorney, so take that with a grain of salt.

These costs for most of the individuals are considered personal in nature (unless you have a RE portfolio that is run like a business; see below).

Coming from other areas and moving here, I've found Kentucky to be very friendly in the out skirts however my experience is limited to Lexington and Southern counties.
