Around here the issue is clay pipe. 

(For instance, when preparing for sale, we discovered the clay sewage pipes connecting the house to the city line in the middle of the street were falling apart and needed replacement... another $40k.

Parts of TX have consistent foundation issues.....clays that swell with heavy moisture.
