Yes, you are correct, they would pull the plywood and the tile off and install the solid surface/quartz/granite top.

I also have seen ones where they have to basically strip the entire house...like Mindy suggested. when they test, it is my understanding that they swab all the surfaces.  

I have been looking for insurance on my sewage and drainage pipes in my basement and out to the street.

If it is a 2-family that has been used as a rental for many years condo buyers are going to expect all new surfaces, updated kitchens and updated bathrooms.

There are a whole host of factors that go into the determination of whether a particular piece of land is good to build on, including existing zoning and land use designation in any master plan, restrictive covenants of record, potential for rezoning and use, access (including curb-cut), slope, soils, drainage, flood risk, historical use (pristine or a dump or former manufacturing site), and availability of services (water, sewer, power, telephone, cable, internet, garbage, etc.)
