I got a quote stating that they could give me an LTV that would cover the purchase price of the house + closing costs ($86k), which is roughly 66% LTV.The ARV of the townhome should be roughly $130k.

I work with a lot of borrowers in the state. 

Basically my question is " Can I cash out refi my home buy a property in the states cash.

So, I'd either find a local investment outside of real estate in Perth that makes sense, or team up with someone overseas, perhaps the USA where investing in the right states is very worthwile.

Also, is the "service date" strictly the date the property was brought into a serviceable state, or the date the listing goes live? 

Please check with the secretary of the state of your state to confirm this.

As you may know, Texas is one of several states that is a non-disclosure state meaning that real estate sales prices do not have to be disclosed and most often are not.

I currently self  manage my long-term rentals in-state and OOS in addition to the fix and flips.
