I consider myself an expert in the former and a dangerously ignorant person in the latter.

The county I am located in - Placer, North Lake Tahoe -  is covered in the order, but is distinctly less vocal about deterring travel than South Lake Tahoe.

The distinction is in your favor, because the loss goes against your non-RE income first, which could be at a higher rate than your capital gain rate.

It’s only dangerous when disturbed, so making it nearly impossible to disturb is your fix.

Portsmouth and Norfolk have some areas that can cashflow and aren't dangerous but you have to hunt for them.  

Also that no engines may be left running in the garage, no "major" auto repairs which causes a hazard of fire or explosion, hazardous materials that create a danger of fire or explosion are prohibited. 

Also to cover any estate taxes or debt restructuring if they arise.Where the major danger comes in, is if your in the middle of adevelopment and your the main developer.

And give them new ones a gift card or a few days free rent for their inconvenience.I think its always dangerous to have a back to back move out/move in like this because things do go wrong.
