I'm also giving her a screen door the last owner wouldn't give her and when I paint it in a few months I'll even let her pick the color. 

So i'm not sure how those things would get missed unless there was a complete misunderstanding on what you wanted to do and what he quoted you for.I'm not picking anyone's side, but having those things in writing is important especially for those type of issues.

Of course trash service did eventually come to pick it up a few days later but meanwhile some neighbor complained about trash being out on a non-trash day so they issued a citation to the building owner (me).  

Also make sure are the one making the decisions and not letting the tenants pick out the tiles and other stuff.

Instead, I did a poor job of picking tenants, and it cost me two evictions and lots of lost revenue before I learned my lesson.
