. :)Use alone does not define the type of property or an intent to profit from it, a contractor builds a SFD, it's still a SFD, not commercial property but his intentions and use is for a commercial venture.

If you prohibit private investors from investing in hedge funds which on average use 1.5-2 times leverage but permit the same investors to invest in banks which use 25 times leverage and which are for all intents and purposes bankrupt, then you either don't understand the world of finance or you don't want to understand.

In the article you linked, I noticed that it intentionally left out the fact that many of the states mentioned as having the highest rates of insureds are also are running deficits.

Most of those were investors or other speculators.At the same time there was no 1 person or group that did something wrong with intent.
