You can expect nonsense like this to continue to increase for two reasons: the increasing felony population in certain cities and the increasing number of leftist politicians that see housing as a right.The main thing to remember is that you can't base a decision on criminal behavior but that doesn't mean you can't reject them for other reasons.

Tenants behavior is escalating and I found out by a bit of sleuthing  that tenant did not allow the previous LL entry after requesting a list of repairs and was a complete terror.

It is not expected that pets are going to pee and poop on your floors and I would advise that you not just accept that behavior just because you accept pets.

My understanding is that you still need a lease with a tenant, and the roommate agreement can spell out in more detail the day to day behavior and living conditions within the house - diving of chores, noise, etc.
