From the neighborhood activist side of things, my plan is to use my influence as a land lord to imrove the neighborhood through cleaning up my own properties, encouraging other homeowners and land lords to clean up their own properties-lead by example.

You can influence them with facts- compare view, lot size, interior condition, know your market.

By being here and posting you're surrounding yourself with the influence you might not see IRL. 

They like making both sides of the transaction which will help promote your low offer.Keep in mind the Listing Agent influenced the seller somewhat with respect to the listed price and your low offer negatively impacts the credibility of the Listing Agent.
