The idea behind the contract is that the bank foreclosed but was not able to evict the owner.  

I thought the little flags were the notable gangs, but it appears they are for gang claimed apartments. 

The engineering report touched on even more issues than what my contractor picked out when we toured the property, notably lead in the water and the presence of more mold than initially recognized.

For his investment property, he still has 80% LTV, so Investor A probably is not able to have any equity line available for him to leverage against.

They called the police a number of times but they were not able to do anything & damages just escalated.He was then cited for a total of 41 code etc violations.Finally he just walked away & gave the property back to the city.A year later it is still vacant & boarded up.

They are not able to pursue other buyers if they are not the seller, they can only make the decision based on the info they are given.

If we're not able to work something out with them, we're going to try another price drop.

I was not able to sell and after a month lowered it to 115,00 then 112,000 and started getting a lot of calls by then, even in the horrible market at the time.
