Assuming you did 0% down on your VA loan, then I don't think you can pull any equity on it.I think the best bet is for you to save up enough for that 15-20% downpayment.

Unless you have four completely separate water lines, 4 hot water heaters, etc. then your best bet for sub billing is splitting based based on unit sizes or number of occupants.
