Here's my politically incorrect suggestion:$5000 sterilization bonus (if you have no kids), and $2500 if you have one kid.Couple that with an end to government assistance to anyone with more than two kids, plus going after the sperm donor as relentlessly as the IRS would.Frankly, if guys faced serious consequences for unprotected sex, THEY'D STOP HAVING UNPROTECTED SEX.
